What Are the Self-Containment Regulations in New Zealand for Caravans?

It’s not just a nice-to-have - it’s a legal requirement for many freedom camping spots across the country.

Here’s everything you need to know about how the self-containment rules work - and what you’ll need to make your caravan compliant.
What does “Self-Contained” mean?
A self-contained caravan can manage its own fresh water, waste water, and toilet waste for at least three days without using external facilities.
To qualify, your caravan must include:
- A fresh water tank (12 litres per person, for 3 days);
- A wastewater (grey water) tank (same as above);
- A fixed toilet;
- A waste holding tank for toilet waste (3 litres per person, for 3 days); and
- Safe and sealed fittings for filling, draining, and venting.
These systems ensure you can camp responsibly and help keep New Zealand’s natural environment clean.
What changed under the new Regulations?
In 2024, the Self-Contained Motor Vehicles Legislation Act introduced stricter standards for all new certifications.
The main change:
Your caravan must now have a fixed toilet to qualify for certification.
Portable or removable toilets no longer meet the self-containment standard as they are, but can be made compliant by using a bracket.
The official standard used for certification is NZS 5465:2001, which sets out minimum tank capacities, venting requirements, and layout specifications for self-contained caravans.
Who can certify your caravan?
Only approved professionals can issue a self-containment certificate in New Zealand, including:
- Registered plumbers, gasfitters, or drainlayers, or
- Accredited testing officers through groups such as the New Zealand Motor Caravan
Association (NZMCA) or Lifestyle Camping. We are accredited, so can help!
Once certified, you’ll receive:
- A green warrant card (official certificate); and
- A green sticker to display on your caravan.
Some authorities, e.g. Lifestyle Camping will also send an advertising sticker for the back of your vehicle too.
These prove your vehicle complies with NZS 5465 and is approved for self-contained freedom camping.
Where can you camp?
Having a certified self-contained caravan means you can access more freedom camping areas across New Zealand.
If you certify for self-containment with NZMCA, you get access to a large range of their own parks and Park Over Properties (POPs).
However, non-certified caravans must stay in:
- Registered holiday parks;
- Campgrounds with toilets and dump stations; and/or
- Council-designated non-self-contained areas, which are slowly disappearing.
Camping without certification can result in a $400 fine, so it’s well worth ensuring your caravan is properly equipped and certified.
Caravan parts you’ll need for self-containment
If you’re upgrading your caravan or converting one for self-containment, you’ll likely need:
- Fresh water and grey water tanks (securely mounted and vented);
- Fixed toilet system with plumbing connections;
- Waste fittings, caps, and vent hoses;
- Sink and tap hardware compatible with onboard systems; and
- Drain valves and breather vents to prevent blockages.

How to get certified
- Check your setup against NZS 5465:2001 (tank sizes, toilet type, plumbing).
- Book an inspection with a registered plumber or a NZMCA (or Lifestyle Camping) testing officer.
- Upgrade components as needed with certified fittings and tanks.
- Get your green sticker once the caravan passes inspection.
Certification is valid for four years, or until major plumbing changes are made.
